Agreed, too serious.  Ikebukuro was once my favorite visiting place.  Not now.

No need to go back to watch Index.   They can be viewed independently.

Index was too serious, and has a very complicated plot.  Railgun is
more fun to watch.

The anime's story is a little different from the manga.   E.g. Aoba
does not get the chance to audit for the national team.
