I bumped into this clip on NicoNico a few months ago, but could not find 
  a way for non-member to watch the clip until recently.

The clip was around ten years ago in a TV variety show.  This segment is 
a parody of the 2 Odoru Daisousasen movies.  If you do not know these 2 
movies, here is a short except of this clip :

Part 1 (00:00-04:23) is the parody of the first movie.  A bad guy with a 
hostage (Aya) is facing off with the police.  The lead police (Geidan 
Hitori, you might recognize him of his role as the main lead's otaku 
friend in Densha Otoko TV drama) tried to approach the bad guy, but the 
bad guy wanted him to strip to show he had no weapon. The lead police 
asked HQ whether he could do that, but HQ asked him to find something to 
hide himself..... (Aya laughing and trying to see between her fingers is 
cute)

Part 2 (00:24-10:33) is the parody of the second movie.  The plot is 
basically the same as part 1 with Aya (very cute!) again the hostage.

Part 3 (10:34-11:42) is the NG clip of part 2.  Aya !!!

Both part 1 and part 2 are a bit slow, but linked to part 3 quite well.
