No, but there wasn't even ANY openings advertised when I was there.

I doubt they'd get anything of calibre by limiting themselves to true citizens.
Let's face it, most foreigners who do become citizens are professionals in one
field or another, and they're not about to drop everything to become a voice
actor. If they're willing to relax it one notch, they could get some decent
quality talent.
