It depends on the booth (company) and the event.
Some of the big events will require tickets in advance.
Some will require tickets in the morning (first 50 or 100 or whatever).
Some won't require tickets at all.

For most of these seiyuu events, there will be a stage (some big,
some small) in the company booths and the event will take
place there.  The fans will sit in front of the stage or stand,
depending on how crowded it is.

99% of the seiyuu ones won't allow pictures.
