There is not a new paper seiyuu guide book (except for
the small booklet accompanying Seiyuu Grnd Prix each year)
published for a long time.  Shogakukan just published one.

This book contains information of all seiyuu under Nihon
Onsei-seisakusha Renmei (Japan Voice Worker Union).   
It contains info of more than 2000 seiyuu.

The format of the seiyuu entries is very similar to those
Seiyuu Grand Prix booklets.  Each entry contains the 
followings:
- B/W photo of the seiyuu
- Name in Kanji
- Nam in furigana
- Management Agency
- Agency's phone number
- Place of Birth
- Date of Birth
- Interest/Special Skill
- Language
- Description of Voice
- Roles in Anime/CM/Game/Narration/Radio 

I just got the book today from S-Book/UPS, the delivery 
charge they bill me implies that the book is between 
0.5-1.0 kg.  If you order from US/Canada, the delivery 
charge would be around 2436 yen.
