Obviously, there is no "offical" polls.  Many Japanese 
anime/seiyuu magazines have annnual polls on the favorite
seiyuu of the year.  

Different magazines had different results each year, but
Hayashibara Megumi has dominated the polls in the recent 
decade.

My personal choice would be Inoue Kikuko.  However, as she
was not as profilic as Megumi, and that she has taken a 
year's sabbatical rest for Hou-chan, there is no way she 
can win the polls.  Maybe Mizuho-sensei can win her something
this year....
