Are you asking most influential to "our lives" or "in general"?

If it's our lives, then the SG Girls and Kira Melo girls.. (^_^;

If it's in general.. it's hard to leave out Hayashibara,
as she's still the only seiyuu whose CDs can compete with
the real artists.  Also Kouda Mariko, Inoue Kikuko, and
others carried the seiyuu boom in the late 90's.
Now, it's Horie Yui who is dominating.
