Yep, you can always buy the tickets on the place of the concerts where  some 
people are running around showing a hand of tickets. The only thing is that 
the ticket will be a bit more expensive then normal price at the shops. 
(count like 500yen more then usual). But the lucky side is that the tickets 
they are selling, are good places. If it's a big livehouse in Tokyo like 
Akasaka Blitz; Tokyo Dome or Budokan, there's even a special Ticket selling 
place next to the entry. (For the good places I mean.. like in Akasaka Blitz 
you have Area A, B, C who are sitting and D is standing, and E is second 
Floor Sitting. Well a ticket that you buy outside before the concert is in 
Aera C, since A&B are mostly for the Fanclub members.)
