That would be Niiyama Shiho, and her most famous roles would be Deedlit and 
Seiya/Sailorstarfighter from Bishoujo Senshi Sailormoon.  She died of 
leukemia in February 1998.  It's a shame, because she had a gorgeous voice 
and exceptional talent.
