Tu-ka Cellular Tokyo has released a keitai service that do not 
require any application process oy any monthly charge.  It is 
called "Pretty Service" and is very suitable for foreigners 
visiting Tokyo. 

* You buy a "Pretty Services" Tu-ka phone at around 4500-4800 yen.
* You buy a "Pretty Card" which is a pre-paid services at 3000 yen.
* You then activate the card in your phone.  The values of the card
  is valid for 60 days.  Starting from the 61st day for 30 days, you 
  can only receive call but cannot dial out.  Starting from the 91st 
  day for 90 days, you can retain the number, but cannot dial out or
  receive call.  At the 181st day, the Pretty Service is void for 
  your phone.
* You can activate more Pretty Card to increase the balance and 
  prolong the valid period.  Maximum balance is 30,000 yen and the 
  max validity of the balance is 360 days.
* Pretty Phone and Card can be bought at Tu-ka's service center, 
  large chain electronics store selling Tu-ka phones, and 4 
  convenient store chains in Tokyo (Sanks, Mini-Stop, Circle K, 
  and 7-Eleven). 
* Call rates to any phone (mobile, PDC, PHS, home, etc.) in Japan
  are the same at 50 yen per 30 sec.
* English guidelines are available in the manuals and activation 
  process. 
* Pretty Service is available in service area of the following 3 
  companies : Tu-ka Cellular Tokyo, Tu-ka Cellular Kansai, and
  Tu-ka Cellcular Tokai.  That is, Kanto ans Kansai area only.
  No Hokkaido, no Tohoku, no Hokuriku, no Chuukoku, no Shikoku,
  no Kyushu and no Okinawa.
* There is a similar service available to "Juniors".  The service
  is called "Tell-me".  Same phone price but in pink color.  Cards
  are in 500 yen, not 3000 yen.  Validity of the cards are shorter. 
  The phone and card of this service is not available generally.
  Only a few shops have them on sale. 

IMHO, this service is good for the visiting foreigners, or those 
who will visit Tokyo a few times a year but not a resident.
