You guys are really confusing me.  Once more, let me summarize:

   1998 (base-10)
-  1964 (base-10)
-----------------
     34 (base-10) --> converts to --> 16 (base-28)

So she can say that her age is 16.  If she was using a different numbering
system (i.e., she is technically still telling the truth).

Here is your math, and why you can't get the numbers to work right.  I'm
really not sure how you managed to do it:

     1998 (base-10)
   - 1964 (base-10)
   ----------------
       34 (base-4) --> converts to --> 16 (base-10)
