Okay, obviously everybody must be confused on what the term "base" means.
Yung was absolutely right. She is using "base 28".
I'm not sure how you got your system of "3 x 28 + 4". You take the base
and multiply it by the number in the column. Like this:
16 in "base 10" is:
(1 x 10^1) + (6 x 10^0) = 16
16 in "base 16" (what everybody calls hexadecimal) is:
(1 x 16^1) + (6 x 16^0) = 22
16 in "base 28" is:
(1 x 28^1) + (6 x 28^0) = 34, which is Inoue Kikuko's true age.
If you think about it, you can't have a number higher than your base. So
you can't have a 6 in a base 4 system.
Here's how you would write 34 in base 4:
(2 x 4^2) + (0 x 4^1) + (2 x 4^0) = 202.

(NOTE: For you non-programmers, 4^# means "four raised to the power of".
Any number raised to the power of 0 is "1". Yes, 0^0 = 1.)
