I only got one too.

Did you get any normal cards that had the same number, but were
different on the front?  (like a shiny background/non-shiny background)
There might even be 36 of these for the Tomo set..

for Machiko, Moe, Kikuko, and some of the Usagi Gumi seiyuu.
