The original is called Bubblegum Crisis. It was eight OVA episodes and was
released in the late 80's(if I remember correctly). It was followed by a
sequel called Bubblegum Crash which was three episodes(and not as good) and
a three episode OVA that took place before it called A.D. Police. AIC, the
company who has the rights to Bubblegum Crisis, decided to cash in on the
original and make a new version: Bubblegum Crisis: Tokyo 2040. 2040 is a
twenty-four episode TV and two OVA series. The only things that are the
same as the original are most of the characters names and the early
hardsuit designs(with some modifications). Kenichi Sonada has pretty much
stated that he hated the remake(2040) and that it just showed a lack of
creativity to remake an already existing series rather than come up with
something new. Personally, I thought 2040 was rather mediocre for an anime
series and pretty much sucked compared to the original Bubblegum
Crisis. There is also an A.D. Police TV series that(I believe) takes place
in the same universe as 2040.
