Nah - Nabiki has her beat, even if only by an inch.  (Or dare I say, cup
size?)

Well, in truth, age wise she IS an adult.  And there IS a trick to keeping
her an adult (as she discovered, and Ranma fought to uncover...it was
actually pretty ingenious), and it works VERY well.  The only problem IS,
that if she stays an adult for more than a day (10 hours, perhaps?), she
actually begins to physically lose control.  She will WANT to do
something, and her body will resort to the actions of a child.
