I don't know how qualified I am to make this statement, considering I've 
only been studying for a year, but my university offers up to year 4 in 
Japanese and something makes me suspect that even that might not make you 
fluent.  I think it depends on time and effort spent, how well you learn 
new languages, etc., to really give any estimate for that.  It also depends 
on the program - I feel that I was very lucky in being taught by all native 
Japanese speakers who were very motivated and good teachers, and I've 
learned more in the one semester I was actually in the class than in any 
other class, foreign language or not.  We learned to speak at native speed 
and with native idioms, ie cultural differences.  I think that speaking 
every day (we had class every day for an hour in which we were only allowed 
to speak Japanese, then two lectures per week) was absolutely invaluable to 
my learning Japanese as well as I did (and the rest of the people in the 
class also!).

As for online, I doubt you'd be able to find any resource, no matter how 
good, that's a substitute for speaking on almost a daily basis.  Writing is 
another story of course. ^_^;
