Well, it's one explaination why she might seem to be oblivious of things:
people with multiple personality disorder suffer from selective amnesisa;
and I think it's not uncommon for them to develop a "nice" caretaker
personality to protect the others and relate to the world.

And notice how they were so afraid she'd get angry in one story; perhaps
the family knows her other side (cue Kasumi(2) ;)

Usually multiple personality disorder is related to some early
trauma: it's been previously suggested that Kasumi was sexually
abused by Doctor Tofu. However one might contruct darker possiblities
also involving, say, her mother's death, and/or Happosai. If Soun also had 
repressed memories and multiple personalities, it could explain how he
overlooks seeing the Ryouga/P-chan transformation.
