She does, but its a kind of adoring, smothering love that seems to 
effectively repell Ranma, not attract him.
At first he kind of liked it, and it overwhelmed him, but after a 
while he became used to it....
Shampoo just love ranma too much, and perhaps thats what turns him 
off.... If he were to say that he truly loved her and , for example 
kissed her on the lips, her heart would practically -explode- with 
joy. Sure, any of the others would be thrilled, and perhaps simply 
happy, but they could deal with things if the world was not this way.
When/if shampoo sees that ranma doesn't really love her, her heart 
would be broken far more than that of any of the other fiancees.....
