Why drive when you can get to where you're going faster by leaping from
rooftop to rooftop?  Anyways Soun never really goes anywhere to warrant a
car and I sincerely doubt that Genma could afford one if he tried.  As for
the other characters...Ryouga would still get lost only he would get there a
whole lot faster.  Ukyo and Shampoo wouldn't need one because Shampoo has
her bike and Ucchans doesn't deliver...at least to my knowledge.  Kodachi
would probably have a chauffeur as well as Kuno.  And as for Mousse...being
legally blind probably wouldn't help his chances of getting a license.  Oh
and Happy and Cologne...Happy has that whole rooftop thing going for him and
Cologne has her staff.  Kasumi walks to where ever she wants to go.  The
only enigma is Nabiki...but she probably can't decide what color Mustang to
get...
