This has probably been answered already but I think that he was only
practicing his moves or something. From the look in his eyes I don't
think that he was even aware that both Onna-Ranma and Akane were
right in front of him.

Like someone said before, I think that Kunou was in training at the beach,
exemplified by those waves behind him.

Besides, you also had practically every male member of the cast show-
ing up either in coincidence or in an attempt to get Akane to look at =
them.
It was all part of the comedy, really.
