Well, according to this one FAQ (that is REALY good!), the Angles are there
to return to heaven with Adam. STEELE turned him into a embryo to attract
them and begin the 17 tests before the third impact. (Oh god, I'm falling
under "reserched the series before I even seen more than 3 tapes" mentality)

Not realy "random", they choose the form for each attack. (ie. one I heard
becomes a small virus and infects the magi computers, and another takes over
a EVA, and the 17th angel comes in the form of... Well that would spoil
things. I already done it to myself. ^_~)

Plus like it said in one of the parts of the FAQ:
Q"Why don't all 15 (minus Lilth and Adam) attack at once?"
A"They're testing mankind. To see if they're worthy of the (good) third impact."

I guess that the Angel DNA in the EVAs and Rei attracted them, thinking that
Adam may be there, plus Lilth and the SoD is at NERV HQ right?
