No...no that's not true.  Here are the official Canadian - Ontario ratings,
even though almost no one follows them:

PG - any age
14A - must be 14 or older
18A - must be 18 or older
R - *exactly* the same as 18A, don't even ask me why they have two ratings
for the same age range.
X - pornography, 18+

Like I said, there is no nudity per se.  Revealing attire, yes (there
always is, ne?) and a little beyond that...but no visible nudity.
