Hmm... that would depend on the artist and studio for the anime. In the 
manga she's fairly consistant. I would guess a 30ish C-Cup (Onna-Ranma seems 
similiar in proportion to one of my ex-girlfriends.

I don't believe that they exist. Its been my knowledge that action-figures 
aren't that popular in Japan. 

Garage Kit models are a different story. They are quite popular.
