Actually, adding fancy graphics can degrade the usability of a web site,
for people with slow links, older browsers, or disabilties. There are
definite tradeoffs between some kinds of glitz and content, and there are
different implementation methods with various advantages and disadvantages.
(For example, using a solid background color, colored table cells, <font>
tags, and/or using CSS style sheets imposes less overhead than large
graphical backgrounds and buttons.)

I do web-related stuff for a living, and and I see a lot of (IMHO)
misguided enthusiasm for stuff that looks good to the designer, but
degrades usability for a large segement of users.
