I think that Soun does have students at the dojo that pay real money.
(Or maybe, he moonlights as the manager of an apartment house owned by 
the Otonashi's.)  :)

I'm sure that Genma helps out with the expenses with the money from his 
job at Dr. Tofu's.

Plus, there's Nabiki's creative accounting.
