No, there are many different ways, not just an "old way" and a "new
way". All of them are still in use, so you can't really call them "old"
or "new", either - different departments in the government uses different
romaji systems.

Some like 'o', some like 'o-', some like 'o^', some like 'ou', and then
there's the really strange one with 'tyan' for 'chan' or something weird
like that. It all depends on what you use. Oh, yeah, it's called the
Kunrei system. (Kunrei uses "si", "zi", "ti", "tu", "hu", "sya, syu, syo",
"zya, zyu, zyo", and "tya, tyu, tyo")

Here's a quote from my Japanese book:

"The "correct romanisation" is any sustem that is consistent and accepted
for use."

There is no "real" way to spell Japanese sounds in English - there are
many approximations, though, if you're talking about romaji.

If not, then there's no "real" way. The only "real" way to write it is
in Japanese writing.

Writing Toukyou, if using the 'ou' system, is perfectly correct.

But you are wrong with "Ousaka". It is "Oosaka", just like "ooki". In
these cases, the lengthened 'o' is written with 'oo'.

But it is "Kyouto" (NOT "Kyoutou").

Err, you're wrong again - look at the kanji ... Tatewaki's family name
DOES have a long "o"! So it is CORRECTLY written as "Kunou".

You must really learn information about romaji systems and their use
AND the correct Japanese pronunciation of names before you tell people
that they are wrong!
