Actually, Ryouga's chi attacks are based on a pun in Japanese.  The word "ki"
in Japanese (the same as "chi") also means "feelings".  So Ryouga doesn't run
out as long as he feels depressed.

The Mouko Takabisha also runs off of feelings.  Ranma's not going to run out
either.

That's why Herb is the only one who can run out.  He's using actual martial-
arts type ki.
