I guess it depends on where it's done. Here at the U of Arizona, we have a 
department called Printing and Publishing Services (I think they're the ones
that end up doing the campus newspaper, the promo fliers, the other monthly
publications like Lo Que Pasa and Computing and Communications, etc....

I've sent some color gifs/jpgs there to be printed (mind you it's $3+ a page,
so I don't do it often) and they do a pretty damn good job... unless you look
REALLY closely (like, with a magnifying glass), you can't tell it's a printout.

Possibly there's someplace similar near you?
