Wei-Hwa was the only person that gave me a satisfactory answer.  He said
that I was trying to compare the "kawaii" eye style with the "kirei"
(these are arbitrary names).  For example, Takahashi does draw two types
of eye shapes for girls.  Kunou and Kodachi, for example, have the
so-called "kirei" style.  Ranma and most of the others have "kawaii". 

In Patlabor, and many other shows, this is also true.  Noa, for example, 
has an extreme case of kawaii eyes.  Kanuka simply has the kirei type. 

In other related nonsense:
   The hair color thing...  I'm pretty sure that red hair is always given
only to aggressive females.  And, blondes are almost always stupid.  Just
like those jokes always say.  So maybe hair color does mean something.
   As for Mousse being part of the Shampoo's tribe...  Mousse met Shampoo
when he was six, but there's no mention of him being around when they were
babies.  Also, if he came from a neighboring village, that doesn't mean
that they have to follow the Joketsuzoku rules.  Maybe they were rival
villages, and were the exact opposite.  That way, Mousse and Shampoo would
be a Romeo and Juliet kind of thing.  I'm making this up, of course.  I'm
just saying that you really can't prove anything either way.
