Oh yes. Weapons are required in those kind of competition. And we never see Ranma disadvantaged for using the weapons, which led to my conclusion that he's pretty good at it. Remember, it is possible to lose your weapon, but you would never be able to lose your hand (if you did, you probably won't be fighting, anyway!)
