No, this is a NEW TV series that is just going into
production.  There was a 13 episode TV series released
some time ago called the "Adventure of Mini-Goddess"
which you mentioned, but this isn't that.  This series
centers around Belldandy (Bell-chan as I like to call
her) and it may cover move of the manga than the OAV
did.  It has not yet aired in Japan.
