This means there is not enough new content in the mail,
usually caused by leaving in the entire message
that you are relying to.

The software will try to calculate the percentage of new
content, and if it's less than 48% it will be rejected.
There are a few main reasons for this.
1) to prevent one line replies, such as "me too"
2) to force people to edit their replies
3) to block spam
4) to prevent infinite loops from broken mailers
