Old customary way of expressing age.  It used to be that all girls born 
within a certain year would have their "coming out" ceremonies at the 
same time.  A result of a very patriacrchical/woman as possesion 
attitude.  They do the same for race horses in the US.  A race with two 
year olds would naturally favor horses born in reality after new years 
compared to just prior.  It was not unknown for breeders to move 
pregnant mares across time-zones so as to insure the optimum time for 
birth.  The 196X date is an attempt to prevent date anachronisms in the 
readers mind.  She is to be of the ideal age to the reader.  So in the 
old tradition the Jan. 1 date is a quaint customary euphenism and not a 
real lie (but it still obscures the truth).
