ADV has released it on DVD in the US. It's subbed and
dubbed. It's two discs in one package for $35. 
(Though you can probably find it cheaper online.) The
first OAV series of three episodes is on the first
disc, and the second series of 4 episodes is on the
second disc.

One thing I forgot to mention is that there are live
action bits with the voice actors in the extras. The
first one has Ai Orikasa, Shinichiro Miki (he plays
the male lead) and Aya Hisakawa in flight suits at the
air base where the show is supposed to take place. The
second has Kikuko Inoue and Yukana Nogami talking in a
studio, then a little staged thing with Ms. Inoue in a
flight suit out at a different air base. Just to see
some of my favorite seiyuus in the flesh was worth
getting the series.

The Japanese title of this show is "Aozora Shoujotai"
or roughly "Blue Sky Women's Squadron."
