I was under the impression that Class referred to power levels,
whereas Limited and Unlimited referred to the applicability of
that power (much like the Japanese drivers' license system which
Fujishima-san was parodying when he created this system -- Category
is yet another extension which also delineates in what situations one
can drive vehicle, i.e., commercial vs. private vehicles).

And anyway, the way the manga is
written Lind described herself as "Ikkyuushin Tokumugentei
Rindo". IMHO, I would gloss this as "Goddess First Class, Special
Duty Limited". Small difference from yours, but there's no comma
intonation between special duty and limited, which makes a world
of difference -- it means that the nature of her limitation is that
she is licensed to use her power, as it were, for her special duty - the
combat division.

This is similar to Urd, who describes herself as "Nikkyuushin Kanrigentei
Urudo", in other words, Goddess Second Class, Management-limited. There have
been radio commercials and such where Touma Yumi has said this phrase, and
she
says it without comma intonation between "kanri" and "gentei". I am assuming
Lind is much the same way.

So in short, yes, I agree with your opinion :)
