I'd buy that.
Belldandy mentioned that Urd was more powerful than her - but since
Beldandy is "Unlimited", Kami-sama is less likely to get pissed about
what she does, because it's a position of *trust*.
Even when Belldandy breaks the rules (like destroying her own seal
without permision, etc), she usually doesn't recieve the censure that
her sisters do.
