I've always assumed that "Limited" referred to the
power level a goddess was allowed to use in addition
to how she could use those powers. However, Rind
(Lind?) is a Goddess First Class, Special Duty,
Limited and she uses very high levels of power. If
Limited referred to the amount of power you could use,
why would there be Limited members of the Combat
Division at all? 

Now, I'm thinking Limited refers to the freedom of
action a goddess is allowed. Therefore, Limited
goddess Urd wasn't supposed to be recording
Belldandy's and Keiichi's activities (early manga,
shortly after Urd's arrival) but Limited goddesses can
use great amounts of power against the Angel Eater
without receiving a reprimand.

Does this make sense?
