"Morgan" is Morgana La Fey, the fairy sorceress from Arthurian 
Legend.  According to some versions of the Arthur legend, she was a 
half-human, half-fairy who seduced Merlin away from Arthur's side, leading 
to the fall of Camelot.  In others, she seduced Arthur himself, resulting 
in a son who was the one to kill Arthur and bring the fall of Camelot.

She does not appear in the manga, and has no background story in the AMS 
universe.  She's symbolic of creatures who love  someone from another world 
but whose relationships were eventually doomed to failure.

She does not live in Heaven - the Fey are generally regarded to inhabit a 
mist-filled realm which co-exists with earth as we know it.  I'm guessing 
here, but probably Fujishima has in mind Morgan's banishment to the moon 
after her failed attempt at the gate.  There the spirit of Celestine 
eventually made itself known to her, and gave her the instructions for 
breaking the seal on his prison.

She has a human form because the fey are reported to be notorious 
tricksters, altering their appearance at will.  The particular form she 
chose was one that was undoubtedly calculated to ensnare K1.
