Since you say you're learning Japanese, I'll take it for granted that you
know the function of the copula "desu"... "wa", on the other hand, is a
decidedly feminine ending particle (with a male equivalent perhaps being "zo"
or some other particle) added for emphasis. So it is not unusual to see
female characters using "desu wa". However, Peorth uses it a LOT in certain
situations, and it just makes her sound hyper and goofy. Of course, when
she's being more serious, she tones it down a bit. In any case, I should say
that the use of "desu wa" alone does not imply goofiness, but Peorth's
overuse of it, along with her actions/facial expressions/other words, add to
that air.
