A pre-paid store-value card.  

Similar to metro card in which you pay beforehand a sum 
as credits stored in the card.  Each metro ride will deduct
the appropriate amount off the card.  Metro card is limited
to subway rides.

OTOH, Quo card can be used in those stores accepting such 
card.  Number of stores accepting Quo card is now 
increasing in Japan.  However, currently it is not that 
popular.
