she has the raw power, but without control.  whereas, Belldandy has 
both raw power and refined control.  that would easily explain their 
classes.

IMO, megamis are grouped according to their power and control.  i 
think that their license refers to their power potential and class 
refers to their ability to control this power.  therefore, Belldandy 
is 1st class, unlimited, whereas Urd is 2nd class, unlimited, and if 
i remember correctly, Skuld is 2nd class, limited cos her power is 
not yet fully grown...
