This artist is not drawing Belldandy as being "overdeveloped".

Instead Belldandy is posed so as to maximise her assets.

Just tally up the damage here.  Low cut dress, push up bra, back arched,
arms pressing in from both sides.  Heck even Skuld would show something
approaching a cleavage if she did that.

And just think what'd be like if one of the major babes of the series like
Megumi posed this way.
