Yes, Dark Horse published 16 mostly consecutive
chapters in 8 issues. Those 8 issues are now available
in 2 graphic novels. It is my understanding that when
Dark Horse's Super Manga Blast anthology magazine is
finished publishing the "lost" chapters of Oh My
Goddess, they will begin publishing You're Under
Arrest. Hopefully from the beginning. That would suit
me just fine. I always liked YUA.
