There is nothing specific in any of the Manga's that Skuld is
even a full 'biological' sister to Belldandy.  I recall that
Belldandy even tried to supress the knowlege that even Urd was not
fully Skuld's sister in the strict sense, but Skuld was evesdropping
and the cat was let out of the bag.  I think the Norn's again
are special cases in the hierarchy of Gods/Demons, perhaps they
all are mixed states that happen to live in the "heaven" continuim.
Note: they were all fated to live for a least a period of time
on Earth, not just visit.  I wonder if there are any "norn" types
that live in "Hild's" level and will they not surface in the 
future??

In the English version, at least, Skuld says "It was in the 'Big Picture
Book of Supernatural Beasts' mom showed us when we were kids," so I had
always assumed that she and Belldandy were true sisters and Urd had  been
raised by her, too. Is this not really the case?
