That statement is missing a vital component: her humility. The fact is that
despite being "completely deserving of her station and rank" Belldandy is
honestly humble and truly believes herself unworthy of that station and
rank. It's the same reason that she doesn't credit herself with being as
powerful as she is. I'm sure people remember that Bell said that Urd is far
more powerful than she is. It's this sort of thing that endears her so much
to me and defines the character so well.
And who's the other most humble person in the world? Keiichi, a guy who
doesn't consider himself worthy of her. God, but AMG is a beautiful story.
