I just rewatched the ending of the OVA.

Keiichi gave her a ring... but that's covered entirely by the plot of the OVA.
Naturally it can imply that Keeichi intends to marry her at some point, but
that's hardly shocking news ... anybody can figure out that much just based on
minimal knowledge of the premise.  Given the circumstances, it doesn't mean
they are at all ready to plan the date, start sending invitations, etc.  It
certainly doesn't mean that the entire rest of the manga storyline can't
happen in the meantime.

After that, Urd lights up the tree.  Skuld plays with a holiday confetti thing
due to it being christmas.  Keiichi and Belldandy laugh.  Then they show some
scenes from the other OVA episodes.  Then there's the picture of the goddesses
together, and the rest of the credits.

The only explicit wedding overtone that I saw was in the song,
Congratulations.  If you reread the lyrics (link below), they don't really
resolve things any better than the OVA itself does, and besides ... the song
was present for all five episodes.  If it had suddenly changed to
Congratulations for OVA 5 alone, I might see reading something more into it.
