I just don't see how the two things are at all related.  It seems that
whether she planned the initial meeting or not, she still have the ability
to decide whether or not to make the promise.  They are two very seperate
decisions.

Tough call.  I just went back and rewatched the scene in question a few
times, and I can definitely see where you reach that conclusion. But I can
also see an alternate explanation.

When Bell-chan first arrives she is facing K1 - not directly, but enough
that she cannot help but see him.  She is utterly unconcerned (judging from
her actions and facial expressions).  She sees that she has arrived at the
right place, and is looking forward to chaging her clothes (as we see in
other scenes in the montage) and becoming visible to him.

Then she realized that K1 can see her just as well as she can see him!  She
is puzzled ("fushigi, ne?") , but not overly upset.  After all, he's why
she came down here in the first place.  The fact that he can see her
already just means he's a friend of nature, and therefore even more
interesting.

The whole scene hinges on the idea that megami can make themselves visible
to anyone they want, but can also make themselves invisible to anyone
EXCEPT friends of nature.  The two-stage reaction to K1's presence suggests
that she assumed he would be unable to see her at first, but is not upset
that she was proven wrong.
