She is Honda Chieko, a character based on the Seiyuu with the same pronounced
name but with different written name.  She is associated with K1's grand
father.  And no, she is not in Mange only, try CD "Tokudenoh".  Honda Chieko,
the seiyuu, had a song on it saying the mangaa, Fukushima-san, should not
toy with her name and "invent" a character out of it.
