It can be described as a place called "The realm of Hel", so for someone to be sent
to "hel" it may
be implied in that context to be sent her "court" or jurisdiction.  In medieval writings,
the name for
the land and the rullers name were sometimes interchangeable (as in imperial "we"s).
Lancaster was
both a ruling families name and the name of the region they ruled.
