Wah! Had to double-check that this post did indeed originate from the
Megami ML.

OK, the official way is to go to http://www.white-wolf.com , click on
the enter button, then select "Interactive" from the menu bar on the
left of the main screen, then click "Chat", then click "Streets of
Necropolis", then click on the particular WW chat room you want to
visit.

The other way is to go to the bridge that someone put up on
http://www.angelfire.com/me/avalon1323/bridge.html and select the room
you want from the ones listed. I don't recommend doing that on the first
time though.

If you're looking for Newcomer, he hangs in the Infinity Chantry with
the other Mage players. (Ranma ML members, the annoying guy Hugh who
turned up and dissed Newcomer is in there too, as Anson Lee.) Given a
recent explosion on Newcomer's part, I will NOT reveal which character
he plays. I myself have had a great deal of trouble attempting to come
up with a long term character, and content myself with turning up every
now and then to bug Hugh and Newcomer.
